The “861” Action Plan is a comprehensive strategic approach launching the construction of the well-off society of Anhui Province. There are eight key industrial bases and six fundamental engineering projects under the Action Plan, aiming to reach GDP to over one trillion Yuan before 2010. It is primarily concluded that the "861" Action Plan includes over 1,800 projects with total investment of RMB 1,700 billion yuan.   Construction of Eight Key Industrial Bases With the scientific development concept as the guideline and industrialization as the core, efforts are directed to the quick upgrading of industrial structure so that an industrial pattern featured with the overall development of modern agriculture and service industry, which are driven by industry of high & new technology and supported by manufacturing and processing and infrastructure development, will take shape.           ■ Base for processing and manufacturing: auto, machinery & equipment, and household electric appliance industries. ■ Base for raw materials: metal and non-ferrous metal. ■ Base for chemical engineering: petrochemicals, coal chemicals, and rubber-plastic products. ■ Base for energy:    coal, power, coal-liquefaction and coal seam gas. ■ Base for new & high technology industry: Intensified efforts are made to the fostering of Hefei Science City and six major bases of high & new technological industry with provincial characteristics and advantages, which include software and biomedicine in Hefei,biomedicine in Huainan, raw materials in Wuhu, electronic materials in Tongling, modern Chinese medicine in Bozhou. ■ Base for production, processing and supply of high quality and safe agricultural produce: Mainly focusing on agro-production; oil, cereals and fruit processing, deep processing of animal by-products, textiles, and papermaking. ■ A tourist resort with national reputation: Driven by the development of “two mountains and one lake” (Mt. Huangshan and Mt. Jiuhua plus Taiping Lake), Anhui Province will accelerate the development of major sightseeing areas, tourism cities and related facilities in an effort to upgrade the tourism infrastructure.  ■ An important province with cultural industry: Intensified efforts shall be directed to the development of 8 major industries for newspapers and periodicals, recreational performance, films & TV, books & audiovisual products, entertainment, cultural tourism, arts & education and antique auction.     Construction of Six Basic Engineering Projects To accelerate the process of industrialization and the construction of key industries, efforts must be made on the improvement of infrastructure and talent population, so as to create a sound environment for economic development.   ■ Anti-Floods and Safty Project   ■ Smooth Traffic Project     ■ Informationalization Project   ■ Ecological Project                    ■ Credibility Project             ■ Talent Project
